Chairman Foster called the Meeting to order at 7:08 p.m. in the Parks and Recreation Office, Town Hall, 11 Rye Street, Broad Brook, CT.
PRESENT: Chairman Foster, Commissioners Hayes and Simpkins; Director Green, Groundsman Tetro and Mary Lou Morell from the Park Office.
ABSENT: Commissioner Szymanski.
GUESTS: Kathy Pippin of Woolam Road, East Windsor came to observe the meeting.
ESTABLISHMENT OF QUORUM:
A quorum was established as three Commissioners were present.
PUBLIC PARTICIPATION:
None
APPROVAL OF MINUTES/Special Meeting of February 26, 2007:
Approval of minutes is tabled to next month as Commissioners present at the February 26, 2007 Meeting were not present at this meeting.
ELECTION OF CHAIRMAN:
Election is tabled as all Commissioners are not present at this meeting.
OLD BUSINESS/a) Update on Annex Basketball Court Proposal:
A neighborhood meeting to obtain input from neighborhood residents will be held on Tuesday evening, March 27, 2007 at the Town Hall Annex at 7:00 p.m.
Advertising for the meeting was placed in the Journal Inquirer, The Reminder, East
Windsor Schools and flyers handed out at the Town Hall Annex by Human Services.

OLD BUSINESS/b) Basketball Court Bids:
Four written bids were received by the deadline to replace the existing court at East Windsor Park and to move the make-shift basketball hoop from the parking lot at the Town Hall Annex to lawn area of the Annex Park near where the old softball backstop is located.
The high bid was $58,000 for both courts and the low bid was $49,000 for both courts.
OLD BUSINESS/c) Finance Board Presentation:
Director Green attended the Finance Board meeting to discuss and address any questions the Finance Board has on the 2007-2008 Budget as presented. Several questions were asked of Director Green who was able to provide appropriate answers.
NEW BUSINESS/a) Waterfront Director Candidate:
Due to the snow storm on Friday, March 16, 2007 which closed schools, the waterfront candidate could not make this evening’s meeting due to rescheduling of prior commitments.
NEW BUSINESS/b) Neighborhood Meeting 3/27/2007:
Discussed under Old Business (a) above.
NEW BUSINESS/c) Norconn Properties Sale of Land:
Norconn is offering to sell property that abuts the Prospect Hill Park. One parcel
The Town of East Windsor has a right-of-way onto through a neighbor yard and
The second piece is a land locked piece that abuts the businesses at Sofia’s Plaza. Groundsman’s Tetro feels the pieces provide a privacy mound buffer to adjoining properties and would not be usable for any recreational activity. However for the
right price it would be advantageous for Parks and Recreation to increase its
boundary to the Prospect Hill Park.
MOTION: To suggest the Board of Selectmen offer $5,000 to Norconn for the purchase of the 2-acre parcels of land that abut Prospect Hill Park.

NEW BUSINESS/d) Financial Accounts Review:
The monthly Budget by Department for February 2007 was handed out and
discussed.
The Commission suggested to Groundsman Tetro he consider purchasing any
new equipment needed for 2007-2008 in the next few months.
NEW BUSINESS/e) Park Director’s Report:
Christine Schwartz has contacted Director Green and the First Selectmen to
inquire about installing a dog park on Town property. She has set up a
set up a meeting at the Warehouse Point Library on Monday, April 2, 2007 at
7:00 p.m. to discuss her project with interested towns people.
Programs: On March 27, 2007 the March to July brochure will be published
in the Reminder.
Director Green pointed out to the Commission members that a “white-board”
has been installed outside the office door in the hallway along with a brochure
display to more easily showcase the Department’s activities.
Director Green has advertised and holds many applications for personnel for the summer. Interviews for Camp Director have begun.
The Men’s Softball League will hold its meeting on Thursday evening, April 5, 2007at 6:30 p.m. in the Parks and Recreation Office. Kevin Lawler will again
coordinate this league and the meeting. Director Green will approach Al Demers
of Reservoir Avenue to ask him to conduct the locking of the East Windsor Park gate at the end of each evening’s game as he did last year.
Abbe Road Soccer Complex/Osborn Park (Warehouse Point)/Pierce Park (Windsorville)/Prospect Hill Park (Warehouse Point)/ Broad Brook Pond Park:

NEW BUSINESS/f) Groundsman’s Report:
Groundsman Tetro has just returned to work from surgery. Further tests are
being conducted as the desired result has not been achieved.
Groundsman Tetro informed the Commission of the involvement in an automobile accident at the light at the west end of Scantic Road and Route 5 which was caused by a resident who lives on Scantic Road. There was neither injury to Groundsman Tetro nor damage to the town truck. The two other vehicles involved
in the accident sustained damage.
East Windsor Park:
Groundman Tetro is waiting for a quote from the electrician to install a vent in the snack bar at East Windsor Park and a light at the basketball court at East Windsor Park that had come down previously.
Program:
Groundsman Tetro approached the Commission to Co-Sponsor the 2007 Fishing Derby at East Windsor with Broad Brook Angling Club for $250.00 which is the same request to the Commission last year.
MOTION: To contribution $250.00 to the Broad Brook Angling Club to Co-Sponsor the 2007 Fishing Derby at East Windsor Park

cancelled and a Special Meeting will be held Monday, April 9, 2007 at the Town Hall, Parks & Recreation Office, 11 Rye Street, Broad Brook, CT at 7:00 p.m.
